A settling CAA defendant, under a second consent decree, will be granted an extension on the installation of certain air pollution controls at its oil refinery in Coffeyville, Kansas, but must implement new and upgraded pollution controls, must comply with more stringent emission limits, and must follow more aggressive leak-detection and repair practices.
