EPA announced the availability of and seeks public comment on a draft pesticide registration notice, entitled "Determination of Minor Use under Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), Section 2(ll)," which would provide guidance on identifying pesticides for minor uses to protect communities from harmful pests.

EPA announced the availability of a draft Pesticide Registration Notice entitled Guidance for Herbicide Resistance Management Labeling, Education, Training, and Stewardship, which would communicate the Agency's approach to addressing herbicide-resistant weeds by providing guidance on labeling, education, training, and stewardship for herbicides undergoing registration review or registration (i.e., new herbicide and actives, new uses proposed for use on herbicide-resistant crops, or other case-specific registration actions).

EPA announced the availability of a draft Pesticide Registration Notice entitled Guidance for Pesticide Registrants on Pesticide Resistance Management Labeling, which would provide guidance for registrants to follow when developing resistance management information to include on their pesticide labels.

United States v. Chevron U.S.A. Inc., No. 1:16-cv-00256-DBH (D. Me. May 18, 2015). Under a proposed consent decree, settling OPA and Maine Oil Discharge Prevention and Pollution Control Law defendants responsible for discharges at the former Chevron and Texaco marine oil terminal facilities in Hampden, Maine, must pay $880,000 for restoration of natural resources and $42,862 for reimbursement of natural resource damages assessment costs.

EPA finalized a significant new use rule under TSCA for trichloroethylene (TCE) that requires persons to notify EPA at least 90 days before the manufacture or processing of TCE in a consumer product except for use in cleaners and solvent degreasers, film cleaners, hoof polishes, lubricants, mirror edge sealants, and pepper spray.

The U.S. Coast Guard finalized an interim rule that requires vessels carrying oil in bulk as cargo to carry discharge removal equipment, to install spill prevention coamings, to install emergency towing arrangements, and to have prearranged capability to calculate damage stability in the event of a casualty.
