The court holds that nonprofit organizations interested in protecting and preserving the waters of Ascension Parish, Louisiana, do not have standing to sue. The court finds that the organizations did not allege specific facts showing a direct injury to any of their members sufficient to confer standing on the organizations under the Administrative Procedure Act §702. The court further finds that the organizations failed to show aggrievement under the Federal Water Pollution Control Act, negating their standing to pursue their cause under its citizen suit provision. The court also rejects the organization's request for remand for an opportunity to correct the jurisdictional defect.
