would require the EPA Administrator to develop and carry out a benchmarking and transparency initiative for commercial and multifamily properties to advance knowledge about building energy and water use and greenhouse gas emissions and inform efforts to reduce energy and water consumption and greenhouse gas emissions nationwide.
