would designate certain federal lands within the Cross Island National Wildlife Refuge and the Petit Manan National Wildlife Refuge, part of the Maine Coastal Islands National Wildlife Refuge Complex in Lincoln County, Hancock County, and Washington County, Maine, as wilderness.
