A settling CERCLA defendant that is already working under an existing consent decree to address contaminated groundwater on part of the Tucson International Airport Authority Superfund site must implement an amended record of decision, pay the United States its response costs, and pay the state of Arizona its state future response costs; the proposed decree would supersede the prior decree and add the state of Arizona as a party.
