A proposed amendment to a consent decree entered in 2007 concerning CWA violations would extend the deadlines by which defendant must eliminate sanitary sewer outflows and control combined sewer outflows, and add performance standards and stipulated penalty provisions geared to expedite overflow reductions and eliminate such overflows.
