Under a proposed second modification to a 2013 consent decree, a settling CWA defendant’s schedule for constructing secondary wastewater treatment facilities will be revised and enhanced reporting obligations and mitigation requirements will be established to counter the harm to the Piscataqua River and Great Bay estuary caused by delayed implementation of secondary treatment.
