A settling CAA defendant that violated its Title V permit at four carbon black manufacturing facilities in Franklin, Louisiana; Borger, Texas; Orange, Texas; and Belpre, Ohio, must reduce harmful emissions, spend $550,000 to fund environmental projects intended to reduce emissions, and pay a $800,000 civil penalty.
