A settling CWA defendant that discharged pollutants in stormwater without permit coverage, and failed to comply with the conditions of permits at a number of construction sites in New Jersey and New York, must perform injunctive relief consisting of a nationwide management, inspection, reporting and training program to improve compliance with stormwater requirements at its current and future construction sites, and pay a civil penalty of $425,000.
