Under a proposed consent decree, 173 CERCLA defendants must fund and perform the EPA-selected remedial action for Operable Unit 1 at the Ward Transformer Superfund site in Raleigh, North Carolina, and reimburse the United States for response activities undertaken; the United States must fund a portion of the remedial action and another settling defendant must pay a $40,000 civil penalty for failure to comply with a 2011 EPA cleanup order.
