A proposed modification to a CWA consent decree concerning pollutant discharge from a combined sewer system into Penhorn Creek, the Hackensack River, Newark Bay, and the Lower Hudson River expands injunctive relief requirements, extends time periods for the defendant to complete required projects, and creates a schedule for the defendant to perform voluntary removal of numerous lead drinking water service lines.
