A settling CWA defendant, whose violations included unauthorized discharges of pollutants to tributaries of the Hudson River from its Ravena cement plant, must comply with the terms of its New York State Pollutant Discharge Elimination System Permit, pay an $850,000 civil penalty, and make other physical and operational improvements to the plant.
