Settling CERCLA defendants that violated an EPA order at the Des Moines TCE Superfund site must pay civil penalties and punitive damages, make payments toward past and future response costs at the Southern Iowa Mechanical site, donate or convey the Dico Property to the city of Des Moines, and undertake certain response actions at the Dico Property site.
