A settling CAA defendant that introduced 7,786 heavy-duty diesel engines for use in trucks and buses for the 2010 model-year without a valid EPA-issued certificate of conformity to control nitrogen oxide emissions must pay a $14 million civil penalty and spend $14.5 million on mitigation projects to reduce the emissions.
