Under a proposed fifth modification to a consent decree concerning CAA violations at 16 coal-fired power plants in several states, the deadline for installing flue gas desulfurization technology on one of defendant's electric generating units at its plant in Rockport, Indiana, will be extended, and the installment requirements for another unit will be removed, provided various conditions are met.
