A settling CERCLA defendant who is the trustee for parties responsible for releases at the Franklin Smelting and Franklin Slag sites in Philadelphia, Pennsylvania, the Safety Light Corporation site in Bloomsburg, Pennsylvania, the CleanCare Corporation site in Tacoma, Washington, and the Portland Harbor site in Oregon must pay $28,000,000 in response costs.
