ELR Takes "In the Congress" Assignment Literally

This is the first issue of ELR in the last three years published without the services of Ken Rosenbaum. Ken was hardworking, a meticulous legal editor, and a fine writer. His 1983 comment on bankruptcy and hazardous waste signalled an emerging issue that has since reached Supreme proportions. Ken was responsible for many improvements in the content and presentation of ELR. He wrote ably on public lands, forest management, and insurance issues and made a significant contribution to the literature on NEPA worst case analysis. In addition, Ken played a special role on the ELR staff. He could put a wry touch on depressing events. As much as he cared about the mechanics of getting the Reporter out on schedule, he cared more about those mechanics that affected the feelings of the staff. We all will miss him. It is perhaps fitting that Ken's first assignment was "in the Congress," ELR's coverage of recent developments on Capitol Hill, because that is where he has gone. Ken is a legislative assistant to Congressman Ron Wyden (D-Or.) where at this moment he is toiling on CERCLA conference committee work.
