An administrative law judge (ALJ) denies the U.S. Environmental Protection Agency's (EPA's) motion to consolidate two complaints it filed against a company for various environmental violations, including alleged violations under the Resource Conservation and Recovery Act. There is a commonality of the parties in the two complaints. Nevertheless, the ALJ is unable to determine whether consolidation would expedite and simplify consideration of common issues of law and fact.
