Before the Board is a petition seeking review of certain conditions of a prevention of significant deterioration permit decision issued by the Illinois Environmental Protection Agency (“IEPA”). The permit was issued to the Prairie State Generating Company, LLC for the construction of a 1500-megawatt coal-fired electric generation facility in Washington County, Illinois.
