On January 7, 2011, U.S. Environmental Protection Agency Region 1 (“Region”) issued an Outer Continental Shelf (“OCS”) Permit, Number OCS-RI-01 (“Permit”), to Cape Wind Associates, LLC. (“Cape Wind”). The Permit would authorize Cape Wind to construct (“Phase 1”) and operate (“Phase 2”) 130 wind turbine generators (“Project”) in Nantucket Sound off the cost of Massachusetts. The Alliance to Protect Nantucket Sound and the Wampanoag Tribe of Gay Head/Aquinnah (collectively “Petitioners”) jointly filed a petition requesting the Board grant review of the Permit.
