Under a proposed consent decree modification, a settling CWA defendant, the new owner of sewage treatment plants in Louisiana, must implement additional measures to achieve compliance with CWA requirements and applicable discharge permits, will be provided with procedures and a schedule for removal of sewage treatment plants, and will be subject to revised penalty provisions.
