The Land Conservation and Development Department proposed amendments to rules concerning photovoltaic solar power generation facilities. The amendments would identify that photovoltaic solar energy generation may be considered "rural industrial development" for the purposes of considering a reasons exception pursuant to Or. Admin. R. 660-004-0020 and 0022. A hearing will be held November 2, 2023. Comments are due the same date.

The State Corporation Commission proposed to amend 20 Va. Admin. Code §§5-315-20, -40, and -50. The amendments would increase caps on participation in net metering by residential and nonresidential customers and add the parameters under which the Commission will conduct a net metering proceeding and establish the rules under which certain localities will be permitted to install solar-powered or wind-powered facilities. Comments are due December 22, 2020.

The proposed amendments would change the approval criteria for solar power generating facilities on high-value farmland due to a high number of facilities approved in recent years.
