would concur in the amendments of the House of Representatives to the amendment of the Senate to H.R. 2029, which would appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2016, extend tax credits for solar and wind,  and lift the ban on crude oil exports.
