An administrative law judge (ALJ) denies an auto center's motion to set aside a partial default judgment entered against it for failing to provide release detection monitoring and to complete closure requirements in violation of the Resource Conservation and Recovery Act (RCRA) and District of Columbia municipal regulations, and for depositing waste oil into, storing waste oil in, and dispensing waste oil out of one of its underground storage tanks in violation of a municipal regulation.
