One hundred and eighteen petitioners (“Petitioners”) seek review of an Underground Injection Control (“UIC”) permit (“Permit”) that Region 3 (“Region”) of the U.S. Environmental Protection Agency (“EPA”) issued to Windfall Oil & Gas, Inc. (“Windfall”) under Part C of the Safe Drinking Water Act, 42 U.S.C. §§ 300h through 300h-8, and EPA’s implementing regulations at Title 40 of the Code of Federal Regulations (“C.F.R.”), parts 124 and 144 through 148.
