The California Air Resources Board proposed amendments to Cal. Code Regs. tit. 17, §94014. The proposed amendments would establish a regulatory methodology that provides for a transparent and consistent process the Board would use to assess costs of the Cargo Tank Vapor Recovery Program and adjust certification fees going forward, and address the program's deficit of funding and resources and current inability to recover necessary program expenses. A hearing will be held April 25, 2019. Comments are due April 22, 2019.
