EPA promulgated a federal implementation plan that sets emission limits for nitrogen oxides emitted from coal-fired electric generating units equipped with selective catalytic reduction in order to meet the reasonably available control technology requirements for the 1997 and 2008 ozone NAAQS.

EPA approved Maine's petition to opt out of the federal reformulated gasoline (RFG) program and remove the requirement to sell federal RFG for the southern Maine area, which is part of the Portland and Midcoast ozone maintenance areas for the 1997 ozone NAAQS.
