The Department of Environmental Quality seeks public comment on proposed amendments to R309, Environmental Quality, Drinking Water; R309-105, Administration: General Responsibilities of Public Water Systems; and R309-105-6, Construction of Public Drinking Water Facilities. These amendments clarify the specific requirements for obtaining an exception to construction standards. Changes to §R309-500-5 would allow the upgrading of existing deteriorated pipelines or the tapping of existing water mains with corporation stops to be considered ongoing operation and maintenance procedures and to be exempt from plan review requirements. The changes in §R309-500-6(3)(b) would require previously approved standard installation drawings for waiving plan submittals.
