The Department of Environmental Services proposed amendments to N.H. Code Admin. R. Ann. Env-A 1000 to 1003. The proposed amendments would, among other things, specify that untreated pallets can be burned; allow off-site open burning of leaves and brush as long as it is done on private residential property and the material is not transported to the site for commercial purposes or by a commercial entity; clarify that the existing exemption for commercial use of leaf blowers only applies for purposes of blowing leaves and other vegetation and not dust, dirt, or gravel; and specify that construction of wind barriers and work phasing are appropriate precautionary measures to abate and control fugitive dust. A hearing will be held May 23, 2019. Comments are due May 31, 2019. See http://gencourt.state.nh.us/rules/Register/2019/april-18-19.pdf (pp. 14-15).
