The Colorado Department of Public Health and Environment proposed to amend the state’s certification requirements for operators of water and wastewater facilities. The amendments would exclude on-site wastewater treatment systems with a design capacity of 2,000 gallons or less per day from requirements for domestic wastewater treatment facilities unless they discharge directly to surface water and exclude construction activities that utilize only passive treatment and occur for less than one year from requirements for industrial wastewater treatment facilities.
