ORDERED that the opinion filed on December 11, 1973 be and is hereby amended as follows. The sentence beginning "The court . . . ." on page 8, line 21 of the slip opinion should be revised to read:

"The court recognized the distinction between ripeness for judicial review under the Administrative Orders Review Act and finality of determination under the Administrative Orders Review Act, for it held that the district court and not this court properly considered the case in the first instance."
