League of Conservation Voters v. Trump

A district court vacated a provision of President Trump's 2017 Executive Order that reopened Alaska's Beaufort and Chukchi seas and canyon areas in the Atlantic Ocean to oil and gas exploration. Environmental groups argued the president did not have authority under the Outer Continental Shelf Lands Act (OCSLA) to revoke a prior presidential withdrawal of outer continental shelf lands from leasing, and that such authority remained vested solely with Congress. The court found that OCSLA authorized the president to withdraw unleased lands, but did not grant presidential authority to revoke prior withdrawals. It therefore vacated the provision of the 2017 order that purported to revoke Ppresident Obama's withdrawals of outer continental shelf lands for leasing.
