A California appellate court rejects two cities' challenges to a regional water board's comprehensive municipal storm sewer permit governing 18 public local entities in San Bernardino County, California. The permit imposes conditions on storm sewers that carry excess water runoff to the Santa Ana River as it passes through the county on its way to the Pacific Ocean. Contrary to the cities' arguments, the procedure by which the permit was adopted was legal, the permit's conditions are appropriate for the area, and the permit's requirements are not overly expensive.
