EPA entered into a proposed partial consent decree under the CAA that partially resolves a lawsuit filed against the Agency concerning the Renewable Fuel Standard (RFS) program; the partial consent decree would require EPA to complete an anti-backsliding study by March 30, 2020, to determine whether the vehicle and engine air pollutant emissions changes resulting from the RFS program's renewable fuel volumes adversely impact air quality.
