FWS seeks comment on a 30-year incidental take permit application under the ESA that would authorize the take of the Mojave desert tortoise in connection with a solar photovoltaic facility in Pahrump, Nevada, and its preliminary determination that the proposed action qualifies as a categorical exclusion under NEPA; the application contains a proposed low-effect habitat conservation plan that incorporates measures the applicant would implement to minimize and mitigate effects of project activities on the desert tortoise.
