Oregon: Water (generally)

The Department of Environmental Quality proposed to increase water quality fees by 3% above 2020 fees to cover costs associated with sustaining the permitting program and delivering services to regulated entities. Oregon: Hazardous Substances

The Department of Environmental Quality proposed to adopt the Hazardous Waste Generator Improvements Rule. The adoption would finalize an update to the hazardous waste generator regulations to make the rules easier to understand, facilitate better compliance, provide greater flexibility in how hazardous waste is managed, and close important gaps in the regulations. A hearing will be held August 4, 2021. Comments are due August 13, 2021.

Oregon: Climate Change (generally)

The Department of Environmental Quality proposed to adopt new rules concerning methane emissions from landfills. The adoptions would require smaller landfills to report wastes accepted, require medium landfills to calculate potential methane generation, and require large landfills to conduction monitoring of surface methane emissions and potentially install and/or upgrade a landfill gas collection and control system. A hearing will be held July 26, 2021. Comments are due July 30, 2021.

Oregon: Air (generally)

The Department of Environmental Quality proposed to adopt rules that would strengthen the process for setting and revising toxicity values for toxic air contaminants. Air (generally)

New York: Sustainability

The Department of Environmental Conservation proposed to adopt new product stewardship and labeling regulations. The adoptions would modify the existing regulations for recycling labeling, develop new regulations for mercury-added consumer product labeling, and develop new regulations for the registration and reporting of covered electronic equipment manufactures and collective electronic waste acceptance programs. A hearing will be held September 8, 2021. Comments are due September 15, 2021.

Sustainability

Massachusetts: Water (generally)

The Department of Environmental Protection proposed amendments to the Water Resources Management Program Regulations. The amendments would add a new condition to registrations that would restrict nonessential outdoor water use by registrants during times of drought declared by the Secretary of Energy and Environmental Affairs. Georgia: Clean Air Act (CAA)

The Environmental Protection Division proposed amendments to Ga. Comp. R. & Regs. 391-3-1-.02. The amendments would incorporate the new federal emission standards for existing municipal solid waste landfills. A hearing will be held August 2, 2021. Comments are due August 9, 2021.
