Alabama: Clean Water Act (CWA)

The Department of Environmental Management proposed amendments to Ala. Admin. Code r. 335-6-6-.02, -.08, and -.21. The proposed amendments would update definitions, adopt new permit application requirements, and adopt a new method of public notice as promulgated in federal regulations. Alaska: Land Use (generally)

The Department of Natural Resources proposed amendments to Alaska Admin. Code tit. 11, §§05.270(a), 96.014(b)(16), and 96.030. The proposed amendments would, among other things, increase fees for applications, services, and use of state land, and modify requirements for commercial recreational land use authorizations within the Glacier/Winner Creek Special Use Area. The Air Quality Control Commission proposed amendments to 5 Colo. Code Regs. §1001-25. The proposed amendments would limit the volatile organic compound content in consumer products and architectural and industrial maintenance coatings manufactured or sold in Colorado. The Department of Environmental Protection proposed to adopt Fla. Admin. Code Ann. r. 62-304.610. The proposed adoption would establish TMDLs and their allocations for certain waters impaired for nutrients in the Hills borough River Basin. A hearing will be held June 14, 2019. Iowa: Clean Water Act (CWA)

The Environmental Protection Commission proposed amendments to Iowa Admin. Code r. 567-64.15(6). The proposed amendments would renew NPDES General Permit No. 6, which authorizes the discharge of wastewater associated with well construction activities. A hearing will be held May 28, 2019. Maine: Aquaculture

The Department of Marine Resources proposed amendments to Chapter 2, Aquaculture Lease Regulations. The proposed amendments would add new decision criteria that would require the Department to consider whether there are other locations near a proposed lease site that could accommodate the proposed activities while interfering less with existing and surrounding uses of an area. Minnesota: Clean Water Act (CWA)

The Minnesota Pollution Control Agency seeks comment on modifications to six approved TMDL reports to account for stormwater wasteload allocations for 15 new municipal separate storm sewer systems. Nebraska: Clean Water Act (CWA)

The Environmental Quality Council proposed amendments to Title 123, Rules and Regulations for the Design, Operation, and Maintenance of Wastewater Works, and Title 195, Chemigation Regulations. The proposed amendments would, among other things, update and clarify applicable requirements; clarify the scope of authority for new and existing wastewater facilities; and update, consolidate, and clarify applicable requirements to the application of chemicals to land or crops through an on-farm irrigation distribution system. A hearing will be held June 20, 2019. Comments are due June 19, 2019.

Oregon: Agriculture

The Department of Environmental Quality proposed amendments to Or. Admin. R. 340-096-0140. The proposed amendments would address the need for a consistent approach to pathogen reduction standards for digestate applied to soil on farms and correct oversight of these standards as adopted in 2013.
