Texas: Oceans

The General Land Office is proposing to amend 31 Tex. Admin. Code §15.7 regarding coastal management. Changes would allow local governments to gain temporary approval to engage in seaweed relocation after extraordinary landfall events, clarify requirements applicable to the restoration of dunes on public beaches, and modify requirements for dune walkovers. Pennsylvania: Clean Water Act (CWA)

The Department of Environmental Protection is seeking public comment on a draft NPDES General Permit for discharges from hydrostatic testing of tanks and pipelines. The permit would cover the discharge of water used for hydrostatic testing into low quality receiving waters. The deadline for comment is April 20, 2015. Ohio: Natural Resources

The Department of Natural Resources is proposing to amend Ohio Admin. Code 1501:9-2-01, 9-2-02, and 9-12-01 regarding oil and gas regulation. Among other changes, amendments would adopt design standards and geotechnical investigation requirements for horizontal drilling operations. A public hearing will be held April 23, 2015. Montana: Public Lands

The Fish and Wildlife Commission is proposing to amend Mont. Admin. R. 12.11.501, 12.11.615, and 12.11.625 regarding management of the Blackfoot River Recreation Corridor. Changes would codify an agreement providing public access to the river and designating public places within the corridor. Maine: Fisheries

The Department of Natural Resources is proposing to adopt 13-188 Me. Code. §75 regarding whale protection. The new rule would promulgate various standards for fisheries in order to comply with NMFS' Atlantic Large Whale Take Reduction Plan. Maine: Land Use

The Department of Agriculture, Conservation, and Forestry is proposing to amend 01-672 Me. Code R. §10 regarding recreational lodging and revegetation standards. Among other changes, amendments would expand clearing limits for recreational lodging facilities, and make revegetation provisions consistent with the state Department of Environmental Protection's rules. The Department of Environmental Protection is proposing to amend 06-096 Me. Code R. §2 regarding agency administration. Iowa: Ground water

The Environmental Protection Commission is proposing to amend Iowa Admin. Code r.567.50, .52, and .53 regarding use of the Cambrian-Ordovician Aquifer. Among other changes, amendments would change the permit cycle from 10 to 5 years, and designate two additional areas as protected sources. The Fish and Game Conservation Commission is proposing to amend Fla. Admin. Code Ann. r.68B-2.006 regarding the restricted species program for fisheries. Changes would clarify and update the rule, including income verification requirements. A public hearing will be held on April 14, 2015, and the deadline for comment is April 9, 2015.
