Wisconsin: Clean Air Act (CAA)

The Natural Resources Board is proposing to amend various provisions of Wis. Admin. Code NR §§400 to 445 regarding the state's CAA SIP. Among other changes, substantive amendments would create an exclusion to allow minor sources to conduct specified pre-construction activities while permit issuance is pending, and allow sources to burn high sulfur diesel fuel when using best available control technologies. Public hearings will be held beginning March 5, 2015, and the deadline for comment is March 16, 2015.

Utah: Wildlife

The Department of Natural Resources is proposing to amend Utah Admin. Code r. 657-33 regarding bear hunting. Among other changes, amendments would establish criteria for commercial crop depredation strategies, and require individuals to complete a bear orientation course before being issued a bear permit. Utah: Radiation

The Department of Environmental Quality is proposing to amend Utah Admin. Code r. 313-15-1208 and 313-38-3 regarding radiation control. The amendments would bring the department rules into compliance with federal NRC regulations. The deadline for comment is March 3, 2015. Utah: Water

The Department of Environmental Quality is proposing to amend Utah Admin. Code r. 309-500 regarding drinking water facilities. Among other changes, the amendments would revise for clarity, and add examples of public drinking water projects. The deadline for comment is March 3, 2015. Texas: Energy

The Public Utility Commission is proposing to amend 16 Tex. Admin. Code §25.101 regarding transmission line routes. Changes would remove presumptions that the commission prefers transmission line routes to parallel existing pipelines. A public hearing will be held if requested by February 27, 2015, and the deadline for comment is also February 27, 2015. Rhode Island: Fisheries

The Department of Environmental Management is proposing to amend the Rhode Island Fisheries Regulations. Among other changes, the amendments would establish procedures to reduce the transmission risk of Vibrio and remove certain escape vent requirements. Oregon: Quantity

The Water Resources Department is proposing to adopt Or. Admin. R. 690-025-0010 regarding water rights in the Klamath Basin. Changes would establish procedures to control groundwater use for the benefit of senior surface water right holders. Oregon: Forests

The Land Conservation and Development Department is proposing to adopt Or. Admin. R. 660-006-0005 regarding forest zone uses. Changes would provide clarity on the definition of "Primary processing of forest products." A public hearing will be held March 12, 2015, and the deadline for public comment is also March 12, 2015. Oregon: Land Use

The Land Conservation and Development Department is proposing to adopt Or. Admin. R. 660-004-0023 regarding development credits. The new rule would establish a guidelines for local governments to establish programs allowing the transfer of severable development credits between locations and jurisdictions. Land Use

Oregon: Resource Conservation and Recovery Act (RCRA)

The Department of Environmental Quality is proposing to amend various portions of Or. Admin. R. 340-100 to 340-111 regarding RCRA delegation. Changes would update department rules to comply with federal regulations in order for the state to retain delegated authority to operate RCRA's hazardous waste program in the state. A public hearing will be held February 17, 2015, and the deadline for comment is February 20, 2015.
