Vermont: Land Use

The Natural Resources Board is proposing to amend the Act 250 Rules regarding land use and development. Among other changes, amendments would update the processes for review and projects in designated downtowns. Public hearings will be held February 25, 2015, and March 10 and 18, 2015. South Carolina: Wildlife

The Department of Natural Resources is proposing to amend S.C. Code Ann. Regs. 123-151 regarding alligator hunting and products. Changes would allow individuals to enter into the business of alligator propagation. If requested, a hearing will be held February 24, 2015, and the deadline for comment is February 25, 2015. Montana: Forests

The Department of Natural Resources and Conservation is proposing to adopt New Rule I under the department's Conservation Strategies for wildlife. The adoption would implement conservation strategies for the grizzly bear, Canada lynx, and three trout species within forested state trust land. Massachusetts: Sustainability

The Department of Environmental Protection is proposing to amend 310 Mass. Code Regs. 7.75 regarding GHG emission reductions. Changes would implement a clean energy standard, providing long-term incentives to deliver increasing amounts of clean electricity to consumers in the state. The Department of Natural Resources is proposing to amend Md. Code Regs. 08.19.04.09 regarding the state forest conservation program. Maine: Fisheries

The Department of Marine Resources is proposing to permanently adopt 13-188 Me. Code R. §24.10(4)(F) regarding species protection. The adoption would continue and complete the rulemaking process for an emergency rule adopted January 15, 2015, expanding a restricted area from which taking American oysters of a certain size is prohibited. The rule is intended to limit the spread of the Haplosporidium nelsoni oyster pathogen. The deadline for comment is February 20, 2015.

The Suwannee River Water Management District is proposing to amend Fla. Admin. Code Ann. r.40B-12-200 regarding lobbyist registration. Changes would establish procedures for lobbyists to register with the district before they are allowed to lobby the district. The Department of Fish and Wildlife is proposing to adopt Cal. Code Regs. tit. 14, §§672-672.2 regarding invasive species. The adoptions would establish procedures to control the spread of quagga and zebra mussels. A public hearing will be held March 12, 2015, and the deadline for comment is also March 12, 2015.
