Pennsylvania: Energy

The Pennsylvania Governor’s office continues to seek public comment on the draft report from the Pipeline Infrastructure Task Force. The report focuses on pipeline development with respect to agriculture, conservation and natural resources, environmental protection, and natural gas end use, among other issues. Oklahoma: Air

The Oklahoma Department of Environmental Quality proposes to amend Okla. Admin. Code §252:100-9 regarding requirements to report excess emissions. The changes would make the regulations consistent with U.S. EPA's startup, shutdown, and malfunction policy for SIPs. The revisions are also intended to maintain consistency with recent federal changes to the primary and secondary NAAQS for ozone. A public hearing will be held on January 20, 2016. Written comments are also being accepted.

Maine: Quality

The Maine Department of Environmental Protection proposes to amend Code Me. R. §§600, 685, 686, and 691 regarding oil discharges, transfers, and storage. The amendments would revise definitions to make them consistent with the underlying statute, combine the Maine Coastal and Inland Surface Oil Clean Up Fund and the Ground Water Oil Clean Up Fund to create the Maine Ground and Surface Water Clean-up and Response Fund, and clarify the process for refunding certain fees, among other changes.

Illinois: Water

The Illinois Department of Natural Resources is proposing to amend Ill. Admin. Code tit. 17, §1515, regarding the Conservation Reserve Enhancement Program, a voluntary state incentive program designed to address water quality and wildlife habitat concerns within the Illinois River and Kaskaskia River watersheds. The amendments would make changes to definitions, the enrollment process, and methods of compliance, among other revisions.  Written comments will be accepted until January 25, 2016. No public hearing is scheduled at this time.

District of Columbia: Air

The Department of Energy and the Environment is seeking public comment on revisions to its regional haze SIP. A public hearing will be held on February 22, 2016. Written comments will be accepted until January 11, 2016. See http://www.dcregs.dc.gov/Gateway/NoticeHome.aspx?noticeid=5765212.

Alaska: Public lands

The Alaska State Lands Advisory Group, responsible for discussing and advising on the viability of the transfer of ownership and/or management of federal lands in Alaska to the state of Alaska, will hold a meeting open to the public on January 27, 2016.
