Pennsylvania: Sustainability

The Pennsylvania Department of Environmental Protection is soliciting comments to inform the draft State Plan to comply with U.S. EPA’s Carbon Pollution Emissions Guidelines for Existing Stationary Sources: Electricity Utility Generating Units (Clean Power Plan). The Clean Power Plan sets carbon dioxide emissions for power plants and creates goals for carbon dioxide reduction. Public comments will be accepted through November 12, 2015. New York: Sustainability

The New York Department of Environmental Conservation is proposing to amend the implementation of cap-and-trade programs for NOx and SO2 from electricity plants with capacities exceeding 25 MWe. New Hampshire: Clean Air Act (CAA)

The New Hampshire Department of Environmental Services is incorporating by reference federal new source performance standards, NESHAPs, and maximum available control technology standards. The new standards would apply to owners and operators of petroleum refineries, coal preparation and processing plants, oil and natural gas producers, and certain industrial and commercial boilers. A public hearing will be held on October 16, 2015. Written comments will be accepted until 4:00pm on October 23, 2015.

Clean Air Act (CAA)

Nevada: Alternative Energy

The Public Utilities Commission is proposing to amend Nev. Admin. Code § 704, pertaining to the portfolio standard for renewable energy. Montana: Climate Change

The Department of Natural Resources is proposing to amend Mont. Admin. R. 36.22.187, pertaining to carbon sequestration. Changes would clarify certification and compliance requirements for carbon sequestration equipment. A hearing will be held October 5, 2015. The deadline for comment is October 8, 2015. Missouri: Safe Drinking Water Act (SDWA)

The Department of Natural Resources is proposing to amend several sections of Mo. Code Regs. Ann. tit. 10, §60, pertaining to safe drinking water. The changes would adopt changes promulgated in U.S. EPA’s Revised Total Coliform Rule. A hearing will be held October 16, 2015. The deadline for comment is October 19, 2015. Missouri: Mining

The Department of Natural Resources is proposing to amend Mo. Code Regs. Ann. tit. 10, §40-10.020, pertaining to fees for industrial mineral open pit and in-stream sand and gravel operation mining. The changes would increase acreage, site, and total fees. The deadline for comment is October 19, 2015. A hearing will be held October 19, 2015. Missouri: Air quality

The Department of Natural Resources is proposing to amend Mo. Code Regs. Ann. tit. 10, §10-6.060, .065 pertaining to air pollution control regulations. Iowa: Waste

The Environmental Protection Commission is proposing changes to Iowa Admin. Code r. 209, regarding the state’s Solid Waste Alternative Programs. The proposal would adopt a new §209 regarding awarding grants to communities for landfill alternatives. A public hearing will be held on October 6, 2015. Florida: Waste

The Florida Department of Environmental Protection is seeking public input on Fla. Admin. Code. Ann. R. 63-730, the Department’s Universal Pharmaceutical Waste rule, regarding the handling of hazardous pharmaceutical wastes. A hearing will be scheduled if requested by October 6, 2015. Written comments will be accepted through October 6, 2015.
