Wisconsin: Wildlife

The Department of Natural Resources is proposing amendments to Wis. Admin. Code NR §1-99, pertaining to rehabilitation of wild animals. Revisions will introduce updates to the rules, which establish requirements for individuals licensed to rehabilitate wild animals. Hearings will be held August 24, 25, and 31, and September 1, 2015.

Washington: Waste

The Department of Ecology is proposing to amend Wash. Admin. Code §173-224, pertaining to wastewater discharge permit fees. The changes will increase annual permit fees for specific waste treatment, sewer overflow, commercial laundry, and crop preparing facilities, among others. Washington: Hazardous Substances

The Department of Ecology is proposing to amend Wash. Admin. Code § 173-351, pertaining to municipal solid waste landfills. The amendments would add two compounds to the list of hazardous organic constituents in Appendix III of Wash. Admin. Code §173-351-990: 2,3,7,8-Tetrachlorodibenzo- p-dioxin and alpha, alpha-Dimethylphenethylamine. The addition of the constituents will enable operators to remain in compliance with federal requirements. A public hearing will be held August 27, 2015. The deadline for comment is September 8, 2015.

Hazardous Substances

Virginia: Waste

The State Water Control Board is proposing to amend 9 Va. Admin. Code §§25-110-10 through -80, pertaining to the Virginia Pollutant Discharge Elimination System General Permits for Domestic Sewage Discharges. The amendments would renew the general permit for domestic sewage discharges less than or equal to 1,000 gallons per day, which expired August 1, 2015. A public hearing will be held August 25, 2015. The deadline for comment is September 25, 2015.

Utah: Quality

The Department of Environmental Quality is proposing to amend Utah Admin. Code r. 317-101, pertaining to the Wastewater Project Assistance Program. Changes would maintain compliance with amendments to the Federal Water Pollution Control Act as put forth in the Water Resources Reform and Development Act of 2014, correct citations and improve readability. Utah: Quantity

The Department of Environmental Quality is proposing to amend Utah Admin. Code r. 309-550-10, pertaining to water hauling. The proposed changes would require all public water systems, non-community and community, to attain approval for water hauling. Currently only community water systems are required to submit proposals for approval. The deadline for comment is August 31, 2015. Texas: Wildlife

The Texas Parks and Wildlife Department is proposing to add 31 Tex. Admin. Code §65.29, pertaining to the Managed Lands Deer Program. The new section would clarify language to further compliance and reinforcement for the Program, which promotes deer management and habitat conservation. Texas: Land Use

The Texas Parks and Wildlife Department is proposing to add 31 Tex. Admin. Code §51.170, pertaining to prescribed burning of lands. The new plan would introduce a plan for the use of prescribed burns to aid in the management of Texas lands. The earliest possible date of adoption is August 16, 2015. South Dakota: Air quality

The Department of Environment and natural Resources is proposing to amend S.D. Admin. R. 74:36, Air Pollution Control Program. Changes will simplify the air quality permitting process and introduce clarifications in the existing regulations. The deadline for comment is August 18, 2015. Rhode Island: Fisheries

The Department of Environmental Management is proposing to adopt Rules and Regulations Government the Administration of Federal Groundfish Disaster Funds Phase Two Program for Rhode Island. The regulation guides the implementation of phase two of the economic relief plan laid out following the Northeast Multispecies Fishery Disaster in 2012. A public hearing will be held August 26, 2015, and the deadline for comment is August 26, 2015.
