Texas: Sustainability

The Water Development Board is proposing to amend 31 Tex. Admin. Code §358.3 regarding the state water plan. Changes would remove the restriction that the regional water plan only consider protecting the enumerated resources of the regional planning area, and replaces that with state coverage. Texas: Quantity

The Department of Natural Resources and Conservation is proposing to amend 31 Tex. Admin. Code §§317.10, .50, .51, and .62 regarding regional water planning. Changes would redefine inter and intraregional conflicts and modify the conflict resolution procedure. A public hearing will be held July 23, 2015, and the deadline for comment is August 4, 2015. Tennessee: Safe Drinking Water Act (SDWA)

The Department of Environment and Conservation is proposing to amend various portions of Tenn. Comp. R. & Regs.0400-45-01 regarding drinking water quality. Changes would reflect updates to federal regulations, including the adoption of EPA's revised total coliform rule in April 2016. New York: Sustainability

The Department of Environmental Conservation is proposing to amend N.Y. Comp. Code R. & Regs. tit. 6, §§200 and 218 regarding vehicle emissions. Changes would incorporate revisions to the state's greenhouse gas and zero emission vehicle standards. New York: Clean Air Act (CAA)

The Department of Environmental Conservation is proposing to amend N.Y. Comp. Code R. & Regs. tit. 6, §200 regarding air emission permitting. Changes would incorporate by reference changes to the federal NESHAPs and New Source Performance standards of the CAA. Florida: Ground water

The Southwest Florida Water Management District is proposing to amend Fla. Admin. Code Ann. r. 40D-26.401 regarding water quantity. Changes would increase farmer participation in the Facilitating Agricultural Resource Management Systems program in order to reduce groundwater use. A public hearing will be held if requested by July 29, 2015, and the deadline for written comment is also July 29, 2015.

District of Columbia: Clean Air Act (CAA)

The Department of the Environment is proposing to amend D.C. Code Mun. Regs. tit. 20, §801 regarding sulfur emissions. Changes would reduce the permissible sulfur content of commercially available home heating fuels, and specify record-keeping and reporting requirements for residual oils used in industrial, commercial, and institutional boilers.
