Oregon: Wildlife

The Department of Fish and Wildlife is proposing to amend Or. Admin. R. 635-140 regarding sage grouse conservation. Changes would establish mitigation policies to address impacts to sage grouse habitat from actions authorized by local, county, or other governmental authorities. A public hearing will be held July 10, 2015, and the deadline for comment is also July 10, 2015.

New York: Invasive Species

The Department of Environmental Conservation is proposing to adopt N.Y. Comp. Codes R. & Regs. tit. 6, §192.7 establishing an emerald ash borer quarantine. The deadline for comment is July 1, 2015. See http://docs.dos.ny.gov/info/register/2015/may27/pdf/rulemaking.pdf (pp. 13-16).

New Jersey: Natural Disasters

The Department of Environmental Protection is proposing to amend N.J. Admin. Code §7:7E, 7:8, and 7:13 regarding flood hazard protection. Among other changes, the amendments would provide guidance regarding the location and applicability of riparian zones, and incorporate additional flexibility for projects situated within riparian zones. New Hampshire: Quality

The Department of Environmental Services is proposing to amend N.H. Code R. Env-Wq 800 regarding the state's sludge management program. The amendments would reauthorize the program and incorporate changes suggested by stakeholders during the program's pilot year. Nebraska: Quantity

The Department of Natural Resources is proposing to amend various portions of 457 Neb. Admin. Code §024 regarding water quantity. Changes would update determinations of fully appropriated water basins, sub-basins, and reaches. A public hearing will be held July 7, 2015, and the deadline for written comment is also July 7, 2015. Montana: Invasive Species

The Department of Agriculture is proposing to amend Mont. Admin. R. 4.5.206,.208,.209, and .210 regarding regulated noxious plants. Changes would add the common reed to the Priority 1A list, requiring eradication when detected in the state. The Department of Agriculture is proposing to amend Mont. Admin. R. 4.17.105,.106, and .107 regarding organic application procedures. Changes would update application deadlines and labeling requirements. A public hearing will be held June 22, 2015, and the deadline for written comment is June 29, 2015. Mississippi: Clean Air Act (CAA)

The Commission on Environmental Quality is proposing to amend 11-11 Miss R. §2 regarding nonattainment areas. Among other changes, the amendment would clarify the "emission statement" requirement for certain sources of air emissions. A public hearing will be held July 2, 2015, and the deadline for written comment is June 26, 2015.

The Pollution Control Board is proposing to amend various sections of Ill. Admin. Code tit. 35, §225 regarding emissions from large combustion units. Changes would specify nitrogen oxide limitations that will be applicable to specific converted electric generating units, and prohibit coal combustion in specific units. The Pollution Control Board is proposing to amend Ill. Admin. Code tit. 35, §217.342 and .394 regarding nitrogen oxide emissions. Changes would exempt electric generating units subject to the combined pollutant standard from the nitrogen oxide emission limitations regardless of the type of fuel combusted.
