Florida: Wildlife

The Fish and Wildlife Conservation Commission is proposing to amend Fla. Admin. Code Ann. r. 68A-4.001 regarding wildlife feeding. Changes would add coyotes to the list of animals for which feeding is prohibited, and create a separate section for black bears which would distinguish between intentional and unintentional feeding. Public hearings will be held beginning June 23, 2015, and the deadline for comment is June 4, 2015.

The St. Johns River Water Management District is proposing to amend various portions of Fla. Admin. Code Ann. r. 40C-2 regarding consumptive use permits. Changes would clarify existing rules and streamline the regulatory process governing consumptive use permits. The St. Johns River Water Management District is proposing to amend Fla. Admin. Code Ann. r. 40C-1.603 regarding water use permits. Among other changes, the amendment would create fee exemptions for permit applications to the Department of Environmental Protection or another water management district. A public hearing will be held July 14, 2015, and the deadline for comment is June 9, 2015.

District of Columbia: Ground water

The Department of the Environment is proposing to adopt D.C. Code Mun. Regs. tit. 21, §§1800 to 1834 and 1899 regarding well regulations. The new chapter would establish standards and procedures for the construction, maintenance, and abandonment of wells in the district. The deadline for comment is July 13, 2015. Arizona: Pollution Prevention

The Corporation Commission is proposing to amend Ariz. Admin. Code §§14-5-202 through 207 regarding pipeline safety. Changes would update the rules to comply with federal regulations, including requiring testing on each weld of a new or modified liquefied natural gas pipeline. Alaska: Invasive Species

The Department of Natural Resources is seeking public comment on a draft Environmental Assessment for the Anchorage elodea eradication project. The assessment contemplates using fluridone to control invasive elodea in DeLong, Little Campbell, and Sand lakes in the Anchorage area. The deadline for comment is June 15, 2015. Alaska: Quality

The Department of Environmental Conservation is seeking public comment on its draft listing methodology document for determining water quality impairments from petroleum hydrocarbons, oils, and grease. The document describes the agency's process for adding or removing waters from the state's impaired waters list. The deadline for comment is June 19, 2015. The Department of Environmental Conservation is seeking public comment on a draft TMDL for turbidity in the Upper Goldstream Creek near Fairbanks.
