Utah: Navigable waters

The Department of Natural Resources is proposing to amend Utah Admin. Code r. 652-70 regarding navigable waters. Changes would modify provisions related to the use of sovereign lands around Bear Lake. The deadline for comment is June 15, 2015. Pennsylvania: Clean Air Act (CAA)

The Department of Environmental Protection is seeking public comment on its 2015 Annual Ambient Air Monitoring Network Plan. The plan has been updated to address changes made in the state's air monitoring network, and to identify changes that are anticipated to occur in the remainder of 2015 and in 2016. New Mexico: Underground injection

The Water Quality Control Commission is considering proposed amendments to various portions of N.M. Code R. §20.6.2 regarding underground injection controls. Changes would allow oil refineries to seek permits to operate Class I underground injection control wells for hazardous waste. New Mexico: Pollution Prevention

The Oil Conservation Committee is proposing to amend N.M. Code R. §19.15.8 regarding financial assurance for oil and gas wells. Among other changes, the amendments would establish amounts of blanket plugging financial assurance for wells in temporarily abandoned status, and clarify that if a blanket bond no longer covers certain wells, additional financial assurance for the non-covered wells is required. A public hearing will be held June 4, 2015, and the deadline for comment is May 28, 2015.

New Jersey: Wildlife

The Department of Environmental Protection is proposing to amend N.J. Admin. Code §§7:25-5.6 and 5.24 regarding black bear management. Among other changes, the amendments would establish criterion for automatic closure of the black bear hunting season, allow for bow hunting of black bears, and adjust boundaries for the state's bear management zones. Montana: Invasive Species

The Fish and Wildlife Commission is proposing to amend Mont. Admin. R. 12.6.2204, .2208, and .2215 regarding exotic species. Changes would add Pacific white shrimp to the state's controlled species list and add the African soft fur rat, or natal rat, to the prohibited species list. Montana: Invasive Species

The Department of Agriculture is proposing to amend Mont. Admin. R. 4.5.206, .208, .209, and .210 regarding noxious plants. Changes would update the state's list of noxious plants to reflect current distribution of regulated species. The Emergency Management Agency is proposing to amend various portions of Ill. Admin. Code tit. 32, §341.10 regarding the transportation of radioactive materials. Florida: Wildlife

The Fish and Wildlife Conservation Commission is proposing to amend Fla. Admin. Code Ann. r. 68A-4.009 regarding black bear conservation. Changes would allow people to use non-lethal methods to scare bears away, and establish procedures for the agency to permit the taking of nuisance bears under certain conditions. Public hearings will be held beginning June 23, 2015, and the deadline for comment is June 4, 2015.
