Texas: Air

The Commission on Environmental Quality adopted amendments to 30 Tex. Admin. Code §114. The amendments will implement sections of House Bill 2305 pertaining to the Texas dual inspection and registration sticker system and will revise the method used to collect the state’s portion of the vehicle emissions inspection fee. Maine: Toxic Substances

The Department of Marine Resources adopted 13-188 Me. Code Regs. Ch. 2.65, Lobster and Crab Closure in Penobscot River. The emergency rulemaking closes an area at the mouth of the Penobscot River to the harvest of lobsters and crabs in order to protect public health from the risk of mercury contamination. Virginia: Water

The State Water Control Board amended 9 Va. Admin. Code §§25.880.1-70. Changes amend and reissue the general permit for discharges of stormwater from construction activites. The rulemaking will take effect July 1, 2014. See http://register.dls.virginia.gov/vol30/iss13/v30i13.pdf (p.1716-50).

Utah: Quality

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 317.2.14, pertaining to water quality. Changes would add site-specific total dissolved solids standards for Blue Creek Reservoir and Blue Creek from Great Salt Lake to Blue Creek Reservoir. Texas: Toxic Substances

The Commission on Environmental Quality adopted amendments to 30 Tex. Admin. Code §§307.2-4 and 307.6-10 pertaining to surface water quality standards. Changes incorporate new data on toxicity effects and clarify the assessment of water quality standards using instream monitoring data. Illinois: Quality

Illinois EPA proposed to amend 35 Ill. Admin. Code §652.111. Changes would allow the Illinois EPA to issue construction permits to a community water supply even when the water supply is in violation of the Environmental Protection Act if the permit is for activity necessary to produce safe water. Texas: Air

The Commission on Environmental Quality proposed to amend 30 Tex. Admin. Code §§116.13, .710, .711, .715-18, .721, and .765. Amendments make changes to the Texas Flexible Permit Program rules in order to ensure that the rules will be approved as part of the Texas SIP. A public hearing will be held on March 18, 2014, and the deadline for comment is March 24, 2014.

Florida: Water

Tennessee: Air

The Department of Agriculture proposed to adopt §80.07.05, Open-Air Burning Permits. The new rules would establish criteria and procedures for the issuance of open-air burning permits or burn bans. Ohio: Water

Ohio EPA proposed to amend Ohio Admin. Code §3745.1.21, pertaining to the Great Miami River drainage basin. Changes include the addition of site-specific aquatic life copper criteria for Indian Creek and Jackson Center Creek and updates to beneficial use designations in the lower Great Miami River watershed.
