Utah: Invasive Species

The Department of Natural Resources proposed to amend Utah Admin. Code r. 657.60, Aquatic Invasive Species Interdiction. Changes revise the definitions of classification and declassification of waters affected by aquatic invasive species in order to improve consistency among western states. The deadline for comment is March 3, 2014. The Department of Environmental Quality proposed to amend Utah Admin. Code r. 317.1.7, TMDLs. Changes would incorporate by reference the Colorado River Watershed TMDL for selenium. Texas: Waste

The Department of Environmental Quality proposed to amend 30 Tex. Admin. Code §§330.7, .671, .673, and .675. Changes would authorize small counties or municipalities to dispose of certain demolition waste under a permit by rule and would revise rules pertaining to the waste disposal fees at municipal solid waste and disposal facilities. A public hearing will be held on February 18, 2014, and the deadline for comment is March 3, 2014.

Tennessee: Waste

The Environment and Conservation Agency amended §400.48.01, Regulations to Govern Subsurface Sewage Disposal Systems. Changes modify the fee structure for subdivision evaluation and plat approval. The rules will take effect April 14, 2014. See http://www.tn.gov/sos/rules_filings/01-10-14.pdf.

The Department of Environmental Quality amended Or. Admin. R. 340.253, pertaining to the Clean Fuels Program. Changes seek to lessen the administrative burden on smaller businesses participating in the program. The amendments took effect January 1, 2014. Oregon: Air

The Department of Environmental Quality amended Or. Admin. R. 340-257. Amendments revise the Low and Zero Emission Vehicle Program rules to correspond with changes adopted by California in 2012. Oregon: Transportation

The Department of Environmental Quality amended Or. Admin. R. 340.200, pertaining to the Portland Area Carbon Monoxide Maintenance Plan. Changes introduce a new transportation control measure for increasing regional transit service to replace the original transit service control measure. The amendments took effect December 19, 2013. Oregon: Energy

The Department of Energy amended Or. Admin. R. 330.070, pertaining to the Residential Energy Tax Credit rule. Changes include decreasing the photovoltaic incentive rate and recalculating the incentive for wood and pellet stoves. The amendments took effect January 1, 2014. The Department of Energy amended Or. Admin. R. 330.135 in order to amend requirements for the use of green energy technology in new construction and public building renovation. The Department of Energy amended Or. Admin. R. 330.092. Changes include updating the list of products subject to federal energy efficiency standards and implementing minimum energy efficiency standards for new televisions, battery charger systems, and high light output double-ended quartz halogen lamps.
